WHAT IS CONNIE

As Connecticut’s state-designated health information exchange (HIE), Connie is an independent, nonprofit healthcare technology company that collects, integrates, optimizes, and securely shares health data to enable more patient-centric care and support public and population health initiatives to help build a healthier Connecticut. In our role as a statewide advocate and catalyst for the adoption of health information technology and HIE services, we provide solutions to simplify workflows and data-gathering processes, transforming healthcare delivery, and improving care outcomes statewide through holistic patient data.

At Connie, we make healthcare delivery seamless and effective, ensuring that providers and care teams have the vital support and data resources they need at the point of care to improve patient outcomes, and we empower patients to be engaged participants in their healthcare decisions and overall well-being.

WHAT DRIVES US

Connie’s mission is to enhance the health and well-being of Connecticut residents through the provision of health information technology services. These services empower consumers to make effective healthcare decisions and promote patient-centered care. They also improve the quality, safety, and value of healthcare, while reducing the waste and duplication of services. Connie will support clinical decision-making, keep patient medical health information confidential and secure, and advance the state’s public health goals.

The vision of Connie is to serve as a statewide advocate, leader, and catalyst for the adoption of health information technology and health information exchange services, which bring tangible, meaningful, and sustainable value to stakeholders across Connecticut.

WHAT IS THE STATE STATUTE

Connecticut's State Mandate (Sec. 17b-59e. Electronic health record systems. Connection to State-wide Health Information Exchange) requires all healthcare providers in the state that have an electronic health record (EHR) systems that can connect to and participate in Connie, the state-wide Health Information Exchange, to do so. Hospitals and clinical laboratories were expected to begin their connection with Connie by May 3rd, 2022, while all other healthcare providers with EHR systems were expected to begin their connection by May 3rd, 2023. WHAT WE DO

Our primary role is to enhance healthcare by facilitating seamless interoperability among healthcare organizations. We aim to improve the accessibility and quality of patient health information by aggregating data from various sources. HOW WE DO IT

Our technology platform is designed to ensure the secure and efficient exchange of patient health data between healthcare providers. Through our services, healthcare providers can make more informed treatment decisions, reduce duplicate testing and procedures, and avoid medical errors, ultimately resulting in cost savings for both patients and providers. Our partnership with technology vendor CRISP Shared Services enables us to leverage a best-in-breed technical infrastructure and proven security protocols to mitigate risk for our participating organizations.

Using that secure technology platform, healthcare providers, labs, hospitals, and pharmacies across Connecticut securely share clinical information with Connie.  This information is available for viewing by authorized healthcare providers through the Connie Portal or InContext app. This timely sharing of information provides a 360-degree view of the patient and empowers healthcare teams to make more informed, safer, patient-centered clinical decisions.
